Why isn't this proper etiquette?

Why can't men hang out at their desk with their junk hanging out? It would be so much more comfortable, and no one would see anyway. Women can let whatever they want hang out as well.

Because I don't want to see their junk?  Plus, men like to play with their... ahem... "toys."  Men also can't handle the distractions of boobies in the workplace (no pun intended).
