Why isnt there a no smoking ban in buckingham palace?

The whole of the United Kingdom has a smoking ban in place for all public places..

You can only smoke in designated places or in your own home.

Scotland was the first country of the UK to introduce this law followed by England & Wales and Northern Ireland.
