Why it is difficult to implement resource management strategies in the Great Plains?

  1. One person's idea of appropriate resource management can be completely at odds with another person's idea.  It is extremely difficult to get a large number of people to agree on anything, let alone a complex concept such as resource management.  Most of the privately owned land in the Great Plains is owned by farmers, who, as a group, are notorious for their independence.  Corporate landownners are even worse.  Government owned lands often have different interests vieing for use of the land, i.e. lumbering, mining, grazing, and habitat preserves.
