  2. Because corruption means the officials would cover up each other. They might even revenge. So if you report them, you might not get them fixed but get yourself into trouble.

    I think you're an American. Management and administration system in both public and private sectors in this country are MESSY. One cannot find a chance to complain. No one would do anything. You'll be just wasting your time trying to get things rectified. So people just don't bother any more.
