Why must the Toronto TTC Subway hire Union workers?

I've always wondered why the Toronto TTC Subway only hire Union workers when their fairly "unskilled" jobs don't deserve such high wages. Is there some law on it or something?

  2. What "unskilled" labour?  The TTC’s Training Department offers a curriculum of more than 130 courses taught by 56 qualified instructors. More than 13,000 employees will receive some form of job-related training.  TTC employees must have all of the tools they need to do their jobs safely and efficiently.  They are responsible for getting hundreds of thousands of people to their jobs, schools and recreation activities every day.  They have drivers, mechanics, painters, cleaners, constables, technicians, electricians, designers, engineers, landscapers, etc., in their employ.    They have come a long way from the days of horse trolleys!  The only unskilled labour they ever had would be to walk with a shovel behind those horses!

    Amalgamated Transit Union 113 (http://www.atu113.org/history_1.html) looks out for their employees whether it is the hourly wages, hours worked, safety of drivers and other disruptions.  New employees are usually not union workers unless they have been those recalled after TTC layoffs.  "TTC workers face four times more post-traumatic stress than Toronto police officers, according to provincial data"...read the rest at:  http://toronto.ctv.ca/servlet/an/local/C...
