Why my budgeis does not mate?

Question

i have one male and one female budgeis in the same cage for about four monthes now. but they are not mating.they do feed each other sometime but they don't............

and i have some other questions..

1.at what age budgies first comes to breeding condition?

2.sould i give them a breeding box when they are out of breeding condition?

Because they know that budgies are horribly overpopulated everywhere and many are sitting in shelters and rescues. They don't want their owner to backyard breed some more.

Are you sure they are male and female?
