Why my dvd won't play?

Question

my dvd says that it is on region 3, then i can play it on my pc. then, i have a new dvd which is on region 2, my pc can play it too. now when i tried to play the former dvd(region3), my pc said it cannot play it because it was set on region2... i dont understand. i never changed it to region 2. now my pc wont play and i cant find a way to play it. help me.
