i think they are acting this way beacuse your mom must be a very pleasent person,and maybe she didn't say anything when your friends flirted with her, so your friends saw that like an acceptance.. maybe they think that they are aloud to do that because nobody told them diferent. You should tell them to stop doing that.. I think that should be enough

next time he does it in front of you, you need to tell him he is freaking you out.  Also, discuss how uncomfortable this makes you feel with your mother.  She may like the attention and might not realize it doesn't settle well with you.

he obviously thinks she's attractive. i cant answer the 2nd part, other than to say something like "Dude you're sick" and maybe he'll realize it and stop.

Flirting. Or playing "Eddie Haskell". Some friends like to suck up to their friends parents and paint a good picture of themselves. When they are away they act totally different. That is what is meant by the "Eddiie Haskell" type.
