Why my internet speed is bad.?

i need help badly with my speed changes... Im using DSL and my router is CT-5621 i just deleted everything on my pc and reinstalled windows for some reason my internet speed is only 30 KB/s !! my DSL contract said 700 KB/s but it changes to 600 KB/s where i live but my total download speed is !!! 30 kb/s !!! im using firefox. Bu t the thing is one day i hit download and my speed shot up all the way to 1.3 MB/s then it went down to 20 KB/s and now it stays that way.

I know that its noone in my house using a pc whitch makes me lagg.

Also i do not have any games or any programs runing. so wtf is ronG !!

First, there is a big difference between KB (kilobyte) and Kb (kilobit). The first is 8X bigger than the second. Check and see which you're measuring in. And someone said that it might be the server's fault. That's true too.  Total amount of traffic in your area depends on the speed too.
