Why my solar light is not working with new batteries.

Question

I have changed the batteries in all of then yes new rechargeable and one is not working what could be wrong? Should the switch be on or off when charging? I can't figure it out.

Make sure the battery is making good contact inside the light.  Make sure it is in full sunlight.  If you turn the switch off, it just means the battery will get charged but the light won't turn on when it gets dark so you can fully charge it over a couple of days.  You might have bought a bad battery.  Swap it for one in another light and see if it will charge up there.

change the battery with another and make sure the solar panel isnt dirty and not absorbing sunlight
