  1. Nitrogen has seven protons, seven electrons.  Two electrons are in the inner shell, leaving five in its sp3 bonding shell.  Two of them pair, leaving three in the sp2 configuration to contribute to bonds for the usual trivalent NH3, NH2R, etc. configuration.    However, because it's just one over the half-shell configuration, it is really easy to pull one electron off, producing an N+ ion, with four electrons in the bonding shell.   That lets you make four bonds, in the sp3 configuration, which gives you tetravalency.   NH4+, RNH3+  etc.
