It is a bad sign of health, it denotes improper blood circulation either becuse of bad nerves or diabetes, where the level of sugar is not proper. Or simply a reaction of skin.

Well it's usually linked to something with the nervous or circulation system, lots of different things can cause a problem like that.  However, there is a type of parasite that can sometimes burrow under your skin and begin to multiply and live under there.  They move around and it definitely feels just like what it is, small creatures crawling around underneath your skin.
