  1. Some are uncomfortable or embarassed by it, such as if they aren't experienced and their partner is.  Others have had tramatic experiences such as rape.  Also, religion plays a key role, with people opting to wait until marriage.   Basically, people won't have s*x until they're truly comfortable.   I myself haven't because I am just waiting for the right person I feel comfortable with.
