Why police too slow in execution of summons / warrants?

In India in criminal matters pending for a long time at the stage of execution of summons / warrants and police is too lazy for same.

  1. In India in police department there is heavy corruption practice so with the malafide adjustment summons / warrants can't served upon them.  


  2. In our county, deputies are only given two (2) hours out of their twelve (12) hour shift to serve warrants. The rest of the time they're to be patrolling and responding to complaints. They have paper servers who serve nothing but summons and warrants, but these guys are part-time. Majority of the time they go to the person's house and they either don't' come to the door or someone comes to the door and says they aren't home. So, you can't complain about the police being slow to serve these papers, because the people they're serving have to be cooperative. So, you can make an judgment based on lack of information and assume that "police aren't doing their job" - but if you don't actually work in the field, then you don't know what is really going on.

  3. There are so many cases pending already that they dont have time to listen to new cases so they take it easy in making all the warrants and summons  .......

    (I dont deny the fact that Police are lazy ....;)
