There are some other consideration which could match yours.

There is a lot of fuss made by a segment of The American poulation with reference to the right to bear arms to protect themselves from a tyrannical government. The idea is this this right could be put to use to support UN Missions to stop Genocide where there are not enough Peacekeepers to stop it. The point is that during Rwanda American citizens were not willing to sacrafice their own lives but they could in the future if they were to use this right to volunteer to make The UN work. This may not be what you want but it might at least steer people in a direction similar to the question. People are too comfotable lack the will a person could suppose.
