  1. science may discover newtons laws, so that you could conclude scientifically that a rocket would work.

    but it requires engineering and technology to actually build that rocket so it flies.


  2. Theories may fit observable phenomena, but development in engineering may extend the range of observations making changes in theories necessary, or even whole new theories. For example improvements in telescopes, both optical and radio have made cosmological theories as they were unacceptable, because new things were seen the old theories did not account for. The same thing happened with the development of the electon tunneling microscope.
