  1. I suppose you meant abt short circuiting test for cables or motors.

    This is done to calculate the copper loss for the motor / cable.

  3. A vague question gets a generic answer....

    A short  is a direct connection of two nodes.  You might do a short circuit test to make sure you don't have a direct connection between two nodes that need some resistance between them.  (e.g. Hooking Vcc to Gnd is usually a bad idea without putting a resistor in series to limit the current)
