If he can drive he should always have some sort of communication. Plus, it's nice to have a phone when you're in high school.

i think if he can pay for it, it'd be a great way to teach him responsibility before college or when he gets on his own. but if it get outta hand parents should become involved

If you can afford the cell phone and the phone plan then that is great! Cell phones are good for emergencies and for social purposes. Just remember that school is for learning and there are certain times when the use of cell phones is appropriate. Set the cell phone on vibrate instead of ringing.
