  1. It is their "test tube" to see how they adapt.  Whereas the Developed world has already gone through those stages so it is a kind of messy history which the socialist can only "read about" and extract from books rather than study first hand.


  2. Because they should make reports which could use by international organisations like UN,World Bank etc.
