  1. What is the speed of your DSL plan?  Is it supposed to be 1.5 Mb / sec?  If so, that should be about 150 kB / sec.

Ask a friend with a laptop to bring their machine over and see what they can get at your house.  Those numbers sound very low, and maybe it's just your older computer is not able to keep up, considering all the things that are loaded on it.  Could be you have spyware.  Even Yahoo DSL loads a bunch of rubbish on the system that take up CPU bandwidth - maybe that's overwhelming your machine.

If this is a wireless connection, it could be that the wireless is very marginal.

3.9 kB/sec is the kind of speed you would get from a dial-up modem.  Are you sure that you're not inadvertently connecting to the internet that way?  With a dial-up modem, if you pick up the phone in another room, you will hear a hiss on the line instead of a dial tone.  With DSL, the phone in the other room will just act normally.

  2. You probably have lots of spy ware and stuff in your computer.
