Why some owner / developer does't provide the reinforcement in their Buildings as per Structural Design?

In the field of construction, the developer / owner doesn't follow properly the Structure Design. Hence the buildings which was built by such owner/developer becomes dangerously during earthquake may occur. They have only the value of money than human beings.

This is why God made Resident Engineers.  It is one of the RE's job to see that this does NOT happen.  Sad thing is the government sends an Inspector to check also.  This Inspector was paid for when the contractor pulled the Building Permits.  Funny thing:  If the Inspector certifies the construction and it is later found there was no steel, no part of the government will take any heat for it.  You can only sue the RE.  There is No Justice.
