Why the cotton fibers collected behind the ears or in the novel? Is it a normal phenomena?

I usually have some collected cotton fibers behind my ears and novel.. Any one has any idea why it does and will it happen for every one?

Navel, not novel.  And yes, this is very commen.  Look up 'belly button lint'.
