Why the difference between races?

When Mark Martin and Kevin harvick were racing at Daytona and the caution came out, Nascar didn't stop the race, or Mark Martin would have won. Why the change now? If they would have let them finish Shrub would not have won.

When the caution comes out the race IS stopped. Positions are decided by a transponder on the cars as they go over an electronic scoring loop embedded in the track. The system is automatically activated when the yellow light is illuminated and positions are determined by the last loop passed before the caution came out. The yellow flag was not thrown at Daytona until Harvick crossed the finish line as the danger was well behind the actual race and the cars would not be passing through the "danger zone" again under race conditions. The caution last week was a totally different circumstance. The same rule was applied in the same manner.CARIFICATION: The wreck at Daytona occurred at the enterance to turn 1 so if they had finished under green the cars would be coming across the finish line at 190+ mph. It's not far from there to turn 1 and youv'e got safety workers and vehicles on the track. Not to mention the race cars and their drivers. It takes a long didtance to get those cars slowed down. Not to mention, braking that hard with that many cars as close together as they are can cause an even bigger wreck. With fluid on the track there's no way they would have slowed enough either. I think it was the only call NASCAR could make. And believe me, I look for any reason to deny Busch a win. That was a good question.

Thats what I want to know! Why did NASCAR wave the caution so quick for Jooyner at Michigan? He even said he would have ran out of fuel. NASCAR needs to be consistent instead of just trying to give Jooyner a win to make his fans happy. If they would have let them finish Joonyer would have lost and finished around 20th out of gas. They hesitate to wait it until the SECOND wreck last night but they wave it ASAP for 2 cars in the infield for Jooyner.
