  1. Discrimination is controversial because it is an ignorant practice.  It is true that people have a natural tendency to categorize others (ethnicity is an easy one because it is visible).  However, for institutions and government to overgeneralize abilities and characteristics based on race basically tells the population that it is OK to discriminate on such grounds.  It is against values of equality and fairness.  Thus, to accuse discrimination or to observe blatant prejudice is always controversial because it is not rational.

  2. because people like to live in denial and get whatever they can any way they can. so an easy way to get something for nothing is to claim discrimination. plus, nobody wants to accept that they are not as intelligent/pretty/capable/creative/ whatever as somebody else. denial helps us get through life and discrimination, whilst a fact of life, can be used to people's advantage and therefore is a sentitive and controversial issue.
