Which is he doing?  Commanding or dawdling?  These are different things.  

He is doing what politicians do -- trying to get the best deal for his own country.  Duh

i agree bush is a lousy president, but on this point, he's correct. bush doesn't want india any nuclear weapons, because it's only going to lead to ww iii and will be no winners in a nuclear war.
