Why the leaves of my tomato plant are rolled up and not growing tomatoes?

A few of my 3 months old tomatoes plants are not bear tomatoes. The leaves looks healthy, thick and no sign of infection of any kind, but it's all rolled up. Can someone help me out?

Depends on different conditions: herbicide damage, heat, too wet, or viral.
