One, most of them buy the dvd's legally, so they are not in any trouble. Two it a civil matter of copyright infringement and p****y. A good defense lawyer can show you the ins and out of how to avoid legal actions being taken against you.

Two. believe it or not a lot of the companies who own the production rights sell illegal copies to earn undocumented earnings. Kind of like how a rapper will "sell" a mixtape.
