mostly i find my testis are cold and shrink and accending i am recently diagnosed niddm

Apparently you are not going to get any serious answers. Testicles will shrink normally if and when they are at the correct temperature to produce and/or release sperm. Testicles will "hang" lower because they are too warm for sperm production. Ideally they should be 2 degrees lower than body temp. for production.

Diagnosed w/ what??? What is "niddm"?

Sorry to say balls shouldn't do that..

They should be large and warm.
