Each tower has a certain range wherein it can catch mobile signals (referred as cells - that is the reason mobile phones are refered as cell phones too). So there must be adequate towers (cells) to spread the coverage.

Mobile / Cell phone communications are simply electromagnetic waves which, to explain simply, are modulated and propagated waves through a free space. In an ocean of billions and trillions of other electromagnetic waves, your desired wave can be lost due to diminishing effect. Mobile towers are there to perform as a stationary bank of EM waves of praticular band of frequencies and also to regenerate the carrier wave for further modulation and propagation.
