Why there is an import customs duty for any leather goods to Japan?

What is wrong with leather goods? some hygine problems....

or anything else.

Generally import duty is used to level the field between products made in the country imposing the duty and that doing the importing.  Sometimes there are political reasons, like when countries don't much like one another. .
