He passed their polygraph; in the FBI's eyes doesn't that prove him to be not guilty?

  1. Because they needed a scapegoat to pin these attacks on to cover up their operation and they needed to attempt to slam the door on this matter before it became more of a problem for them to try to explain away.


  2. DNA evidence, plus the fact that he was the most likely suspect to have access to the mailing of anthrax!
