    Actually, Paris was the place of all the power and politics and royalty, and the urban masses that were poor but teased by the luxurious riches of Versailles.  The rest of the country basically were farmers taking care of their farms and just living their lives.  Being farmers, they would have food, and they wouldn't be anywhere close to be teased by the oppulance found at Versailles.
