  1. Avoid political parties because it would divide us. Avoid permanent alliances with other nations because it would draw us into other nation's problems, i.e. WWI, WWII, etc.


  2. it was significant because he was essentially stepping down from the presidency after two terms. the only other leadership that the americans had known at this point was the monarchy...who ruled until they died, basically. it was quite unprecendented that their new leader said "it's time for someone else to have a turn" (paraphrased, of ocurse).
