Why was my citation increased to include harsher penalties, no accident, no new evidence, speeding citation?

i was issued the citation and on the 10th day i plead not guilty 7/7/08; he files the re-issued citation on 7/9/08 and i receive this in the mail along with the withdrawal (same envelope 7/11/08) that was supposedly done on 7/1/08. they accepted my money on 7/7/08, now they are saying it was withdrawn on 7/1/08, so why did they accept my money, and she went to her computer plus the withdrawal was printed out 10 mins before the re-issued charges.

So the state can make more money off of you from the increased fines.
