Why was the 2nd tower not evacuated after the first was hit by a plane?

They did start the evacuation but it is pretty difficult to evacuate a hundred floor building in a short amount of time.

After the first tower was hit, everybody thought it was an accident, so nobody expected that the second tower was going to be hit, and nobody thought the towers would collapse.

Hindesight is always 20/20.  NOBODY knew what was going on that day.  So to get upset with people for not doing what we now know they should have nearly 7 years later isn't really fair.

I doubt that anyone knew the second tower was a target until it was hit. I doubt we knew it was an attack at that point. Most still thought it was a terrible accident. There was a whole 17 minutes between the 2 crashes. How do you evacuate in that amount of time, when you don;t even know that there is a reason other than the one crash.

They didn't think it was a deliberate attack after the first one hit.  It wasn't until the second one that it became very obvious.

The people inside the towers didn't know what had happened.They couldn't see right away any damage.They were getting ready for their work day with the 101 things people do before starting the day's work.They believed the towers to be safe in all conditions at all times.
