  1. The 2007 competition was due to be held in Europe, the contenders where down to England hosting alone, or France with support from Scotland and Wales. The English proposal had a two tier system where the lower teams in the world would fight for 1 slot each in the main game, making a total of 50 teams playing within the world cup. The IRB did not like this idea and when the votes where counted, most of the voters opted for the French proposal.


  2. Not a rugby fan but i heard that to get us to vote for France to hold the World Cup they agreed to have some games played over here (England) if that helps.

  3. to make the game neutral because its held in france so it makes it fair for new zealand
