  1. Because it was a U.S. possession populated by brown people with no political power.  If all got displaced and a few got killed and their homeland was contaminated for centuries - who cares?  (so goes the thinking of the day)


  2. Can you imagine the uproar if they used California? The Bikini Atoll didn't count, so bomb the h**l out of it. Who's going to complain?
