Why was the Irish police complaints board replaced with the Garda Siochana Ombudsman commission in 2007?

were the investigations by the old complaints board not adequate? i know the old board used to comprise of members of the police, was that a factor?

  1. In a way yes.

    The new Ombudsman commission is independent of the Gardaí, the old system wasnt.

    After all the scandal with the Morris tribunal etc., an independent complaints process was obviously needed.
