  1. They were the most advanced city state. And even if they weren't. their utilization of the available technologies was impressive even by today's standards.

It started with the war against Carthargo, the Romans had already conquered  most of the Italian peninsula but weren't much of a seafaring power at this point. Unlike the Carthaginians, the Roman navy consisted of a very small amount of boats. But they pulled the Greeks into the bout as their allies and basically pulled most of their war faring technology from them. After the Romans annihilated Carthage, they went on to conquer most of the Mediterranean.

In short their expansion was like dominoes, with Carthage as the catalyst.

  2. Most 'Romans' didn't actually come from Rome, rather cleverly the Romano Empire relied on other nations to do the work for them, similarly the British Empire was governed this way too, the Indian sub-continent of 1 Billion peoples was governed by just 50,000 Europeans, akin to the Roman armies the British military relied heavily upon local forces to maintain order on their behalf, local levies would do the majority of the work under the mandate of the ruling power, typically any power that tries to manage its empire under its own resources tends to fail fairly quickly, its called over-stretch.

  3. They had the most organized army. Including support such as regular supplies of food and weapons, and even engineers who could build their famous roads and bridges and boats, and a regular pay system.  Most other countries simply had militia style mobs which could be called to action but were not sustainable. They also had a good system of governing the conquered people which usually worked better than the previous rulers system. And so the conquered citizens were happier with the Romans than their old kings.
