Why was this drink tax in Pennsylvania never repealed?

I was reading on Wikipedia that after the infamous Johnstown flood, there was a drink tax imposed on alcoholic beverages. The funds were used to help flood victims up until the government/insurance companies/etc took over in later years, but the tax was never repealed. Why, and what is the money used for now?

  1. because it would be considered a tax break for the rich (since they buy expensive alcohol)
