  1. If you mean as a Lewis Acid in, say, Friedel-Crafts reactions then it is because AlCl3 is a good electron-pair acceptor.  In hydrated aluminium salts the Aluminium is already linked to 6 water molecules acting as ligands and so has little or no ability to accept further non-bonding pairs.
