  3. It is called humidity.In other way , the air circulation is stopped by clouds I think.

Water vapour is a powerful absorber of heat radiation that is emitted by the earth's surface.It is because of this property of water vapour that the atmosphere near the earth's  surface does not cool rapidly when there is a layer of low or medium cloud cover.The heat radiation from the earth's surface is rapidly absorbed by the cloud layer(which contains tiny water droplets condensed from water vapour) and re-radiated back to the  earth's surface with the result there is less cooling of the surface and the atmosphere near the surface becomes warm and sultry.Hence we feel very hot.

  6. Clouds act as a thermal layer between earth surface and outside atmosphere. The hot air generated at earth's surface cannot go high and mix with the cooler atmosphere and thereby generating a suffocating feel.

    It is like closing down in a closed dark room in the mid afternoon. You may feel comfortable and cool initially but after some time you feel hot and suffocating because you have stopped ventilation of air.

  7. We feel hot when its cloudy because of Humidity, this normally happens in warmer countries, doesn't work in cooler countries.

    Reason being our body sweats when its hot because sweat when it evaporates cools down the surface of our skin, controlling the temperature.

    When its cloudy the humidity increases and sweat does not evaporate or evaporates very slowly not enough to give us cooling effect, due to reason that there are already large number of water vapor particles in the air.

    Secondly building up of sweat layer on our skin also stops air from reaching our skin giving us feeling that its hotter than it is.
