This is because we don't really see a steady stream; our sight is a series of still shots. A film, for instance, plays at around 24 frames per second. When it looks like the tires are spinning backward, that is because the car is travelling at a speed in which the tires complete just under 1 full rotation between frames, creating the illusion that they are spinning the wrong way.
