  1. Some people have speculated that their artists overemphasised muscles because they got to observe them during human flayings.  The Assyrians were big on that.


  2. They probably weren't - especially - but like any society focusing on war, they admired physical strength, so purposely made drawings of each other that showed muscle.

You're referring to ancient Assyrian art, I assume.  Much like the Spartans portrayed in the movie 300, the ancient Assyrians had a fierce warrior culture.  Their soldiers literally had a lifetime of constant training.  They were pretty buff.  Also, much like modern fashion mags, artists tend to pick to subjects which portray the current chic look.
