Are you asking about the brand (which seems to be pretty bad) or the CFB type bulb ?   CFB use much less electricity per lumen of light, so much less that if you buy them for a couple of dollars each, you start saving money over the cost of using a matching incandescent within weeks.

They weren't.

Bright Effects is a brand name, and is owned by FEIT Electric.

They make fluorescent and compact fluorescent lamps.

Feit seems to manufacture in China, Hungary and other cheap places. Their products have many complaints.

Their compact fluorescent lamps do not last the 7 years as advertised, oftentimes only lasting a few months.

When you buy their compact fluorescent lamps or any other lamps write the date you install them on the base of the bulb with a sharpie, and again when it burns out. Then take the package back to Lowes or where ever you got them and they'll give you your money back.
