    Jefferson was ambassador to France, Adams to England

    Popular sovereignty was not popular and both the president (electoral college) and senate (state legislatures) were not elected popularly.  While C & B seem to need each other, separation of powers like executive administering and legislature making laws does not require checks and balances like the president vetoing laws and congress overriding him and the courts overthrowing laws on constitutional basis.
