Why were Widnes Shunned?

Why were Widnes Vikings shunned when it came to the Superleague licences on Tuseday?

Considering they are one of the founders of the Rugby Superleague, why were Welsh team Celtic Crusaiders given a licence when the game of Rugby League in Wales is already becoming popular due to the Millenium Magic Weekend?

By the way, if you are a Rugby Union supporter, I do not want you to answer this, as I am not interested in your Anti-League approach.
