Why weren’t the police called in at Lingfield?

Why weren’t the police called in at Lingfield? If Kieren Fallon was punched by this owner why weren’t the police called in to deal with it? That’s what would have happened anywhere else.

It seems that the Lingfield stewards decided that, because the man who punched Fallon was a registered owner, the matter should be dealt with by the BHA.
