This sounds like a wiring fault between one of the line wires and the "ring" wire. Try changing the modem cable if it can be unplugged from the modem as it may be damaged or the wrong type.

Alternativly, if it only happens when he uses your line and not anywhere else, it's possible you have a minor fault on your phone socket.
