if its an older Toshiba its because the remote sensor is bad--needs service

have you checked the bateries on the remote, they might be dead

My mother had a Magnavox that would do that sometimes.  The processor in the TV set that listened to the remote control would go stupid.  Try unplugging the set counting to five and plugging it back in to reboot the processor.
